Joseph L. Koepfinger is the Director of the System Studies and Research Department at Duquesne Light Company in Pittsburgh, Pennsylvania. He graduated from the University of Pittsburgh with a BSEE in 1949. His research and development interests include application of solidstate relays for protection of power systems and development of standards for electric power systems. 

He is a Fellow of the Institute of Electrical and Electronics Engineers, Inc. (IEEE) and received the IEEE Charles Proteus Steinmetz Award in 1989. 

Mr. Koepfinger and wife Genevieve reside in Corapolis, Pennsylvania; their son Joseph is an electrical engineer at PPG Industries in Pittsburgh.
