Joseph L. Koepfinger is the Director of the System Studies and Research Department at Duquesne Light Company in Pittsburgh, Pennsylvania. He graduated from the University of Pittsburgh with a BSEE in 1949. His research and development interests include application of solid state relays for protection of power systems and development of standards for electric power systems.

He is a Fellow of the Institute of Electrical and Electronics Engineers, Inc. (IEEE) and received the IEEE Charles Proteus Steinmetz Award in 1989.

Mr. Koepfinger and his wife Genevieve reside in Coraopolis, Pennsylvania; their son Joseph is and electrical engineer at PPG Industries in Pittsburgh.
