W. Dean Baker, a native of Moundsville, West Virginia, received a BSEE degree (High Honors) from WVU in 1964. As an undergraduate, he was elected to Eta Kappa Nu, Tau Beta Pi, and Mountain. While working as an Instructor, he earned an MSEE degree in 1967. He later was awarded a Ph.D. degree in Electrical Engineering from Carnegie Mellon University. 

Dr. Baker was an Assistant Professor at WVU after receiving his doctorate. He joined the U.S. Naval Research Laboratory in Washington, D.C. in 1973, and worked in charge coupled devices, integrated circuits, and infrared detectors. In 1979, he joined the Northrop Corporation, which later became Northrop Grumman, in Los Angeles and has remained with that company. 

During his career at Northrop Grumman, he has been Director of the Research and Technology Center, Vice President of Engineering at two divisions, and Vice President and Program Manager of two major defense programs. 

He is presently Vice President and General Manager of Precision Weapons and Electronics Systems. Dr. Baker is a member of Sigma Xi, a Senior Member of the IEEE, and an Associate Fellow of the AIAA. 

Dr. Baker continued his career at Northrop Grumman, becoming the Vice President and General Manager of the Defensive Systems Division. After his retirement from that company, he spent three years as the Founding Director of the Mann Institute for Biomedical Engineering at the University of Southern California. Following that, he served on the Board of Directors for several companies, both public and private, with emphasis on semiconductors and medical devices. He also served for several years as a consultant to the US government on international technology development.
